Dr Lennon Chang is Associate Professor, Cyber Risk and Policy, in Deakin Cyber Research and Innovation Centre and School of Information Technology, at Deakin University. His research interests focus on the intersection of law and technology, cybercrime and cyber security, co-production of cyber security, disinformation campaign and foreign interference, especially in the Indo-Pacific region. I worked in IT services department of The Chinese University of Hong Kong (CUHK) for ~25 years (from 1985 to 2000 and from 2007 to 2017). This gave me very good opportunities to participate in Internet development in HK and in AP region since 1991, when I was heavily involved in establishing the 1st Internet link in HK with a 64Kbps satellite link from CUHK to NASA Ames via PACCOM Project. Besides, I was the technical leader of .HK operations. With a good team, I helped the development of .HK including moving it from US to HK, launching the registration service to the public, and spinning it off as a business entity. I even served as CEO of HKIRC (i.e. .HK) briefly in 2002-2003. Afterwards, I led the application of new gTLD .ASIA submitted to ICANN as the Interim CEO, along with the support of Edmon Chung (current CEO of DotAsia), until the approval by ICANN. I also served on the .ASIA Board until 2012.
On the network side, I led the establishment of Hong Kong Internet Exchange (HKIX) in 1995 which was one of the earliest IXPs in AP region. HKIX helps keep intra HK/Asia Internet traffic within HK/Asia. I led its operations from 1995 to 2000 and from 2007 to 2017. Now, HKIX is fully self-financed.
For serving non-profit organisations, I was elected multiple times to the Executive Council of APNIC for 18 years consecutively from 1998 to 2016 to help steer the directions of APNIC development. After I stepped down in early 2016, I joined APNIC in Apr 2017 as a Director/Senior Director dedicated on leading the Internet development work for the region. With a good Development Team, APNIC had achieved a lot in those ~8 years. I left APNIC in Feb 2025 during the reorganisation.
I also co-founded and served on other non-profit organisations including HKISPA (HK ISPs Association), ISOC HK (Chapter), HKNOG (HK Network Operators Group), APIX (AP Internet Exchange) Association and Peering Asia (an annual open Peering Forum for the whole AP).

Edmon Chung is serving as the CEO for DotAsia Organisation. He also participates extensively in global and regional Internet related groups and contributes his time and expertise to Internet Governance related issues.
Since 2002, Edmon played a leadership role in the region-wide ‘.Asia’ domain extension initiative. He championed DotAsia Organisation as a not-for-profit organization and its mandate to promote Internet development and adoption in Asia. Since the launch of ‘.Asia’ web presence in 2008, DotAsia has contributed significantly to a variety of community projects in Asia, including for example: Go.Asia, ISIF.Asia, NetMission.Asia, MaD.Asia among others.
Edmon is also an inventor of patents underlying technologies for internationalized domain names (IDN) and was involved in making it possible for the introduction of multilingual domain names and email addresses on the Internet. Hiro Hotta is a Board Member and Senior Executive Vice President of JPRS, the organization that operates the .jp ccTLD. With over 25 years of experience in the domain name industry, he is currently responsible for business planning and stakeholder communication at JPRS. He has been actively involved in ICANN, leading discussions and contributing significantly to its initiatives. In 1999, he became one of ICANN's first DNSO Names Councilors. After joining JPRS, he served as a ccNSO Councilor for an impressive 16 years, until 2020.

I am deeply passionate about data governance and data protection, particularly in advancing secure, ethical, and inclusive data practices.
My professional interest in data governance led to my participation as a Fellow at both the Pacific Islands Chapter Internet Society (PICISOC) IGF 2024 in Wellington and the Asia Pacific Regional Internet Governance Forum (APrIGF) 2024 in Taipei. These experiences marked the beginning of my journey in Internet Governance and strengthened my commitment to multistakeholder engagement.
My work and interests closely align with DICT’s national mandate to lead Papua New Guinea’s data agenda, including the development of a comprehensive data governance framework and the drafting of the country’s first Data Governance and Data Protection Policy. I played a pivotal role in supporting these initiatives under a whole-of-government approach, working to improve coordination, interoperability, and accountability across public sector institutions.

He holds master’s degree in international human rights from the Central European University, Hungary, and master’s degree in international commercial law from the Tribhuvan university. Santosh has extensive experiences on the freedom of expression, transitional justice, right to information and has worked with national and international organizations such as UNDP, International Center for Transitional Justice (ICTJ) Article19, CARE Nepal. While serving for more than 8 years in the board of Internet Society Nepal, including as a chair, he led many projects focused on policy advocacy, research and carried out activities on various digital rights issues. Vatsla Srivastava is a public policy and digital governance professional with eight years of global experience across internet governance, gender-responsive technology policy, AI ethics, platform accountability, and strategic communications.
At the Ministry of Information and Broadcasting and the Press Information Bureau, she authored 40-plus policy explainers cited at the Prime Minister's Office and parliamentary level. Her work covered AI governance, digital rights, platform accountability, and emerging technology regulation. She coordinated engagement across 150-plus diplomatic missions for India's largest international cultural and policy platforms, including WAVES, MIFF, and IFFI.
Through UNESCO South Asia, she led stakeholder research for India's largest newsroom capacity-building initiative on gender-based violence in journalism. She conducted 50-plus interviews and co-authored a national policy report that shaped post-MeToo reporting standards across 15 Indian languages. At CGAP South Asia, she built the operational architecture for a 60-member team spanning 14 countries, documenting women and trans leaders across governance, digital inclusion, and climate resilience.
She serves as President of the Internet Society India Mumbai Chapter, an all-women-led chapter working across internet governance, digital rights, AI governance, and gender-inclusive technology policy. She leads an 80-plus-member global community, delivering a national digital well-being programme reaching participants from 18 countries and working on the Women in Technology Leadership Series. She is an InSIG Fellow 2025 and also a member of UNESCO's Women for Ethical AI South Asia network. She holds an MSc in International Politics from SOAS, University of London, with a dissertation on algorithmic bias and AI governance through a Global South lens.
